The Commissioner may file cases against individuals, 'lose' evidence in cases not filed by him originally (so as to ensure the guilty go to prison), and choose the punishment of those found guilty by the court on cases that the Commissioner filed originally. The position lasts for one year; at the first of July, the Commssioner retires.
